Transportation of Minors
Justin’s Taxi does not transport minors without verified parental or legal guardian consent.
A parent or guardian must either accompany the minor or provide approved consent prior to transport.
Child Restraints & Car Seat Policy
Justin’s Taxi follows Florida Statute §316.613, requiring all children to be secured
in an appropriate restraint device based on age, height, and weight.
- 0–3 years: Must be secured in a federally approved child restraint device (§316.613(1)(a)).
- 4–5 years: Must be secured in a separate carrier, integrated seat, or booster seat (§316.613(1)(b)).
- 6+ years: Must use a seatbelt; booster recommended.
We do not provide car seats. Parents or guardians must supply and install them.
Drivers are not permitted to install or adjust child restraint devices.
Service may be refused if required restraints are not provided.

Driver Background Checks Policy
Justin’s Taxi complies with Florida and Federal laws governing background screening for all drivers,
especially those providing Non-Emergency Medical Transportation (NEMT).
Florida Requirements
Under Florida Statute §316.87, NEMT drivers must undergo screening procedures equivalent to:
- Florida Statute §435.03 — Level 1 Screening:
Statewide criminal checks, employment history, and local records review.
- Florida Statute §435.04 — Level 2 Screening:
FBI fingerprint-based background check and national database review.
Drivers must maintain a satisfactory record and remain compliant with all screening requirements.
Federal Requirements
- 42 CFR §431.51 & §440.170:
Medicaid transportation providers must ensure drivers meet qualification and background standards.
- 49 CFR Part 40:
If DOT-regulated duties apply, drivers must undergo drug/alcohol testing programs (pre-employment, random, post-accident).
- FBI National Background Check:
Required under Level 2 screening and includes fingerprint-based national review.
Company Standards
- Drivers must pass Level 2 screening before performing NEMT or passenger service.
- Periodic re-screening may be required depending on state or contractual obligations.
- Any disqualifying offenses may result in suspension or termination.
By serving as a Justin’s Taxi driver, individuals agree to ongoing compliance with all state and federal screening requirements.
Passenger Card on File Policy
Justin’s Taxi offers secure card-on-file billing for transportation services. By providing a card,
the passenger authorizes charges for scheduled trips, cancellations, no-shows, tolls, and related fees.
Security & Data Protection
- PCI-DSS compliant processing.
- No full card numbers stored; tokenized by processor.
- Card data never shared outside authorized billing.
Billing Conditions
- Cancellations under 1 hour may be charged a cancellation fee.
- No-shows may be charged full fare.
- Past due balances may be collected automatically.
Passengers may update or remove cards anytime; balances must be paid first.
Failure to Pay Policy
All fares are due at completion of service. Intentional non-payment may result in civil or criminal action.

- §812.014 – Theft: Intentional failure to pay may constitute petit or grand theft.
- §812.012 – Theft of Services: Covers non-payment for transportation services.
- §817.60 – Credit Card Fraud: Applies to disputed legitimate charges or unauthorized card use.
- §559.72 – Consumer Collection Practices: Allows civil collection of unpaid balances.
Company Actions
- Outstanding balances may be charged to the card on file.
- Delinquent accounts may be sent to collections.
- Repeat offenders may be denied future service.
- Criminal complaints may be filed for intentional theft or fraud.
Behavior & Safety
Respectful behavior is required at all times.
Justin’s Taxi may refuse service to individuals who are abusive, threatening, unsafe, or intoxicated.
Seatbelt Policy
All passengers must wear seatbelts at all times in accordance with Florida law.
Service Animal Policy
Service animals are welcome. Emotional support animals must be disclosed prior to booking for proper accommodation.
Wait Time & Cancellations
Drivers allow a reasonable grace period for pickup. Excessive wait times may incur charges.
Cancellations made less than 1 hour before pickup may result in fees.
Payment Policy
Payment is due upon completion of service.
Accepted forms: cash, card, or approved voucher.
